Below is the detail from our Insider:
I am receiving File System error (-1073741819) while opening .exe files and while opening apps in Run as Administrator mode. I am not also able to run Command Prompt in admin mode. I noticed the error only recently, though I am not sure if I can blame it on Windows Update or UAC changes I had made. I am not able to set the UAC back to default. Is there a fix?

We forwarded this error to Microsoft Support Engineer and got a solution for this kind of error.

Solution to fix File System error (-1073741819) on Windows 10

This might be caused due to the following reasons:

  1. UAC settings reg values changed.
  2. Windows system file corrupt.
Please follow the below method and check if it helps:
Method 1: Rebuild UAC using registry.
Follow the below steps:
To resolve this issue, change the registry setting. To do this, follow these steps:
  1.             Click Start, type notepad in the Search box, and then press ENTER.

  •  Save the file as a registry file on your desktop with the name UAC.reg.
  • On your desktop, double-click UAC.reg, and then click Yes when you receive the following message:
You will get some prompts please click yes and proceed and then you will get a message stating: 
“The keys and values contained in pathUAC.reg have been successfully added to the registry”
Click ok  and restart the computer.

Method 2: SFC Scan
Please open the command prompt with Admin privilege and initiate SFC scan.
